Problems of realization of the right to life in the Republic of Iraq

Background. The right to life is fundamental, without its full realization it is impossible to enjoy other benefits, to freely develop a particular individual and society as a whole. In the Republic of Iraq, the right to life is declared, but it is not secured. Enforced disappearances, extrajudicial executions and other serious crimes against the person committed by both State bodies and armed groups that are not subordinate to the Government are widespread in the country. The purpose of the work is to identify problems that hinder the realization of the right to life in the Republic of Iraq, as well as to propose effective organizational and legal measures aimed at eliminating them. Materials and methods. The methodological basis was the universal dialectical method of cognition. In addition, methods of analysis and synthesis, deduction and induction, statistical analysis and expert assessments were implemented. Results. Over the past four decades, the Republic of Iraq has been a participant in various armed conflicts and civil wars. The incessant violence by armed groups controlled by various political groups devalues a person's life. Conclusions. In order to fulfill the international and constitutional obligations assumed by the Republic of Iraq to ensure the right to life, the authors propose a system of organizational and legal measures that ensure the protection of any person from unjustified violence, both from State law enforcement agencies and armed groups beyond the control of the State.
